Click on title bar set to lower function does not work on third-party windows if session is "Gnome on Xorg"

I work with "Gnome on Xorg" session and I have set The Middle-Click mouse button on title bar to "lower".

After update from f37 to f38 (Gnome 44) this function it doesn't always work.

On native Gnome windows like Evolution or Control panel or gnome-terminal work as aspect, but on third-party windows like Firefox or KeepassXC or mate-terminal or libreoffice the title bar it is smaller than gnome windows and Middle-Click set to "lower" on title bar does not work.

If I change the session to "Gnome on Wayland" "lower" function work as aspect on all windows type, but sometime I use $DISPLAY functions in various ways and I cannot use Wayland.

Reproducible: Sometimes

Steps to Reproduce:
1. Start with Fedora 38 workstation live or fresh installed and update 
2. Se a password to liveuser user
3. logout then login change the session manacer to Gnome on Xorg"
4. Open File Manager or gnome terminal and firefox
5. Install gnome-tweaks and set "lower" function to Middle-Click on title bar.
6. Try Middle-Click on title bar of firefox and gnome termina, the behavior is different, like also the title bar dimension.
Actual Results:  
On some windows, Middle-Click on title bar set to "lower" function does not work 

Expected Results:  
Middle-Click on title bar set to "lower" function work on all windows.

See also bug 2187831.  The aforementioned mutter changes are apparently already in 44.1, which still has this problem.

This message is a reminder that Fedora Linux 38 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 38 on 2024-05-21.
It is Fedora's policy to close all bug reports from releases that are no longer

This persists in Fedora 40; upstream is seemingly ignoring it.

Still an issue in 42, and even affects X11 windows with window decorations drawn by mutter-x11-frames in a Wayland session.
