Description of problem:
Package perl-PPI-Tester fails to build from source in Fedora Rawhide.

It is caused by updating perl-Module-Install to version >= 1.20.
Module::Install::DSL has been removed in version 1.20.

Version-Release number of selected component (if applicable):
0.15-27.fc38

Steps to Reproduce:
koji build --scratch f39 perl-PPI-Tester-0.15-27.fc38.src.rpm
