Description of problem:
Clone a template and then add a disk via upload, create VM from this template is not able to be started.

4.14

How reproducible:
100%

Steps to Reproduce:
1. clone a template
2. add a disk with upload disk
3. create vm from the template

Actual results:
VM cannot be started due to error "ErrorPvcNotFound"

Expected results:
VM is started normally
