Trying to compile mkinitrd on a non-redhat system does not work. Here's a patch
which fixes the issue for me and shouldn't cause any issues on Fedora systems

actually, since i was just bitten by this again, the problem would go away if
you used += instead of ?= in Makefile.inc

Based on the date this bug was created, it appears to have been reported
against rawhide during the development of a Fedora release that is no
longer maintained. In order to refocus our efforts as a project we are
