Description of problem:
In the past we had this bz:
https://bugzilla.redhat.com/show_bug.cgi?id=1816660
to document some NIC limitations.

And we have another one to document now. As summary says, ovs flows that use
the ct action with the alg parameter, they are never offloadable. As of OSP 17.1, they will be installed in dp:tc, but they won't be offloaded to the NIC.  There is no NIC that supports it and hardly there will be one.

FWIW, in OSP 16.2, such flows wouldn't even get to dp:tc. They will remain in dp:ovs, and cause a different set of issues. But in OSP 16.2 CT HWOL is TP and there's no need to go into these details in the docs.
