Description of problem:
CDIDataImportCronOutdated alert is firing in ~50% of the external clusters that report to Telemetry for versions 4.10,4.11,4.12.

How reproducible:


Steps to Reproduce:
1. See the alerts dashboard in Telemetry

Actual results:
Around 50% of CNV clusters have the alert firing

Expected results:
Alert should fire in low number of clusters.
