On further testing I found setting the Shortcut as "Alt + T" or "Ctl + T" works correctly. I still think "SuperKey" should be supported to avoid potential conflicts with other uses of "Ctl" and "Alt".
Just to be clear, the "Super" key is not functioning. None of the "default" definitions using the "Super" key are working either.
Cancel this bug. User error. Keyboard has a "game mode" button which disables the "Super" key. Game mode had been selected at some point and that caused the problem.
