Description of problem:
If you close  a bug as migrated and the link is not visible to the user, then the link to the other sites root is empty.

Version-Release number of selected component (if applicable):
5.0.4

How reproducible:
Easy

Steps to Reproduce:
1. Close a bug Migrated to a private link
2. Visit bug logged out

Actual results:
Site link in banner is empty.

Expected results:
Site link is correctly labeled and links to root of other site.

On QA server.

1. Visit bug 1457649 as an RH user

Migrated message is shown in full detail, including link to migration issue.

2. Visit bug logged out.
