Description of problem:
route for srv6 can't be added if there are too may segs

How reproducible:
Always

Steps to Reproduce:
ip link add dum1 type dummy 
ip link set dum1 up
for i in {1..60}; do seg_test="$seg_test,$i::1"; done 
ip -6 route add 3125:23::1234 encap seg6 mode inline segs $seg_test dev dum1

Actual results:
addraw_l ERROR: message exceeded bound of 1024

Expected results:
route can be added
