Describe the issue: ODF upgrade process involves downtime (of very short time though) for applications using ceph/rbd pvc and noobaa obc, as there is a single instance of mgr running. Similarly, as there is a single instance of noobaa-db running, upgrade cause downtime of s3 applications.
