Description of problem:
The "Embargoed" label needs to be changed to "Security Restricted" to allow future exclusive use of "Embargoed" for appropriate bugs in the CVE process.

On QA server.

References to "Embargoed" have been changed to "Security Restricted" in the FAQ, in bug lists, and in the data classification banner on bug pages.

This fix has been deployed to stage Bugzilla for a short public testing phase.
