When run command "sudo virt-install --name=minimal-raw-c9f1031d-ed97-43d9-88c5-dcf30914b86e-uefi --disk path=/var/lib/libvirt/images/minimal-raw-c9f1031d-ed97-43d9-88c5-dcf30914b86e-uefi.qcow2,format=qcow2 --ram 3072 --vcpus 2 --network network=integration,mac=34:49:22:B0:83:31 --os-variant fedora-rawhide --boot uefi --nographics --noautoconsole --wait=-1 --import --noreboot"
It hung there, and can't stop or terminate it with Ctrl+C.
Then run sudo virsh list --all, still hung there. 

The libvirtd service is running.

qemu-kvm-8.0.0-4.fc39.x86_64


Reproducible: Always

Steps to Reproduce:
1. Deploy a rawhide VM from PSI openstack. 
2. git clone https://github.com/virt-s1/rhel-edge.git
3. cd rhel-edge
4. ./minimal-raw.sh
Actual Results:  
Hung at virt-install

Expected Results:  
Import image without error

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
