Description of problem: Insights tab is broken for a user with only view-hosts permission, throws a 403 error

How reproducible: Always


Steps to Reproduce:
1. Create a user with only view-hosts permission
2. Navigate to hosts -> all hosts -> select host -> insights tab
3.

Actual results: Shows error page


Expected results: It should state a proper warning about the user's permissions.
