User bgurney does not have commit access to the python-pyudev repository. I only have commit access to the python-pyudev repository, so I can not add bgurney as a committer.

Reproducible: Always

Steps to Reproduce:
1. Observe that bgurney is not a member of the repository.
2. Observe that Settings link is not available to me, because I have only commit access to the repository.
3. Conclude that I can not give bgurney commit access to the repository.
Actual Results:  
Can not deputize bgurney to do packaging tasks for python-pyudev.

Expected Results:  
Can ask bgurney to do packaging task for python-pyudev with the expectation that he will have the permissions to do those tasks.

The problem can be solved by giving bgurney commit access to the repo or by giving me administrator access.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
