Describe the issue:
Need changes in the Section 2.11 "Ephemeral pinning policies" in File system guide.

Describe the task you were trying to accomplish:
Adding a Note for more information about why Red Hat recommends to use 0.01% as percentage value for ephemerely pinning any descendant directory in the Random pinning policy.

Suggestions for improvement:
Add a Note Section sharing this KCS article [1] at the end of Section 2.11 for the "Random" policy to know why Red Hat recommends to use 0.01% as percentage value for ephemerely pinning any descendant directory in the Random pinning policy.
