In Noto Sans CJK, the mono font is now a separate file,
which means it could be subpackaged, which I think is a good idea:
probably many users may not need the mono font in many cases.
(pango also doesn't recognize it as a monospace font I think?)

Reproducible: Always

Steps to Reproduce:
1. rpm -ql google-noto-sans-cjk-vf-fonts | grep -i mono

Actual Results:  
/etc/fonts/conf.d/65-google-noto-sans-cjk-mono-vf-fonts.conf
/usr/share/fontconfig/conf.avail/65-google-noto-sans-cjk-mono-vf-fonts.conf
