Description of problem:

Take any fc5 machine with fedora-usermgmt-setup installed. 
Upgrade to fc6. All the other fedora-usermgmt subpackages get upgraded, 
but not fedora-usermgmt-setup. 

The spec here is complex and difficult for me to follow, but it looks like 
in fc6 fedora-usermgmt-setup has been replaced with
fedora-usermgmt-default-fedora-setup, which correctly provides/obsoletes the old
setup package. However, nothing requires fedora-usermgmt-default-fedora-setup, 
so it never gets pulled in, so the obsoletes never is triggered. 

I'm not sure off hand of a good solution, but it's not nice to have an old fc5
version installed after upgrading.

please note that Fedora no longer maintains these releases. We strongly
encourage you to upgrade to a current Fedora release. In order to

If this bug is still open against Fedora Core 1 through 6, thirty days
from now, it will be closed 'WONTFIX'. If you can reporduce this bug in
the latest Fedora version, please change to the respective version. If
you are unable to do this, please add a comment to this bug requesting
the change.

This bug is open for a Fedora version that is no longer maintained and
will not be fixed by Fedora. Therefore we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen thus bug against that version.
