Provide STIG related documentation for IPA 

Actual results:
Currently there is no STIG related documentation for IPA.

Expected results:
Currently there is no documentation available, which explains how to proceed with setting up IPA with STIG enviornment.
Basically this documentation should provide information about what's supported/not supported and also list the rules.
This will be handy for the customer installing IPA on a STIG enviornment.
