Description of problem:
As I reported on RHBZ#2218422, validation with pre-deployment doesn't work in many tests now.

To reduce the workload to support side, we have a link to KCS, https://access.redhat.com/solutions/7020413.

Also, we need to confirm OSP17.1 and add the link into the OSP17.1 doc if it is applicable.
