Description of problem:
For v15+ you need to run "mkdir tmp && touch tmp/recovery.conf tmp/rep_mode.conf" on the secondary nodes.

Steps to Reproduce:
1. Create database
2. pcs resource create <rsc-name> pgsqlms ...
3.

Actual results:
Secondary nodes fail due to missing tmp/ files being included from postgres.conf.

Expected results:
Starts without additional steps to create the included files.

The issue was caused by a mistake in my testing procedure.
