Thanks for a bug report. Is this Fedora Silverblue or Fedora Workstation, please? One uses rpm-ostree the other one PackageKit to serve the updates. Being it rpm-ostree, could you run `rpm-ostree update` from a terminal, please? I guess it'll show a similar error, unless there's a new update, which could hide the error. You can also try to click on the Refresh button in the left-top corner to check for the new updates, which can help a bit too.

The dnf update may also move the system to the new updates, if any, but I'm not sure whether it could replicate the problem seen with the PackageKit (the two do not share the same data). What I'm trying to do is to replicate the problem outside of the gnome-software. I think the fix for this bug is to show the error only once, the first time it's recognized and not bother the users every login, right?
