Description of problem:
Creating a vm from a "standard-size" image like a pre-existing centos or a just-uploaded rhel8 is failing with error: "nova.exception.ImageUnacceptable: Image e6b12b3b-936d-43ec-bb73-aab6e9b4c433 is unacceptable: Image is not raw format"


Version-Release number of selected component (if applicable):
RHOSP 16.1.6 + Ceph as backend


Steps to Reproduce:
1. create a vm from an image: openstack server create --flavor myflavor --image e6b12b3b-936d-43ec-bb73-aab6e9b4c433 --nic none --availablility-zone myzone test-redhat 


Actual results:
2023-07-04 09:36:25.566 7 ERROR nova.compute.manager [instance: 9bdb1f85-4db9-4b90-a2b3-cb3b0201fd2a] nova.exception.ImageUnacceptable: Image e6b12b3b-936d-43ec-bb73-aab6e9b4c433 is unacceptable: Image is not raw format


Additional info:
- creating volumes from images is working 100% of time

- creating vms from volumes is working without any issue

- creating vms from small images like a cirros is working
