Description of problem:
there have been no libvirt releases since 9.0.0 (jan 2023).  V9.5.0 was released 2023-07-03

Please provide the latest release of libvirt for fedora.

We don't rebase new versions of libvirt in stable fedora releases. But if you want newer libvirt for f38, you can use the virt-preview copr: https://copr.fedorainfracloud.org/coprs/g/virtmaint-sig/virt-preview/
