In my testing I cannot duplicate the X-Bugzilla-URL being in the body. This is what I would expect as "headers in the body" is for bug mail and whines are not bug mail.
I am not able to reproduce this anymore. Currently, there does not seem to be any X-Bugzilla-URL header in the mails that I am getting (what are of type whine) at all. Regarding the header in body expectation: This is necessary to enable filtering with Gmail, so from a user perspective, to be able to filter for whine e-mails, it would be necessary to have them in the body as well.
On QA server: Enable headers in body in user prefs. Set-up a whine and wait for mail. Headers contain: X-Bugzilla-Type: whine X-Bugzilla-URL: https://... Body contains: X-Bugzilla-Type: whine X-Bugzilla-URL: https://...
