When GuestAgent of win vm is activated, creating snapshot will fail.

Steps to Reproduce:
1. Create a Win vm.
2. Activate guest agent.
3. Create snapshot.

Actual results:

Failed. Reason: snapshot deadline exceeded.

Created successfully.
