Update the CXL support in the RHEL9 kernel to same functionality as in upstream 6.4.

I'm experiencing a lot of difficulties in getting a clean(ish) backport even from upstream 6.3. Backporting from 6.4 may be neither practical nor desirable.

Closing this to remove the item from consideration. Any further CXL changes to RHEL9.x need individual justification and consideration on a case by case basis.
