This is RHEL 9 documentation, but https://access.redhat.com/solutions/5313011 indicates that the network-scripts package was deprecated in RHEL 8 and removed in RHEL 9.

This should be supplemented (or replaced) with instructions on how to make comparable changes for NetworkManager, such as the ones found in https://access.redhat.com/solutions/5793031.
