There should be a CPU recommendation here.   We hit a performance issue from RHOSP resubmitting concurrently ~100 certficiates ... we had weird errors due to the fact that the IDM had only 4 cores and 4 processes configured in /etc/httpd/conf.d/ipa.conf .
