Consider replacing `rmmod` with `modprobe -r` in this example. `rmmod` is generally paired with `insmod`. Side note: "rmmod" cannot remove unused dependent modules, but "modprobe -r" can. That's why the latter is preferred. Jamie Bainbridge an I reported a ticket (BZ#2164253) a while ago to make this clearer in the rmmod(8) man page.
I replaced the command and republished the guides: * RHEL 8: https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/8/html/configuring_and_managing_networking/linux-traffic-control_configuring-and-managing-networking#updating-the-default-qdisc_linux-traffic-control * RHEL 9: https://access.redhat.com/documentation/en-us/red_hat_enterprise_linux/9/html/configuring_and_managing_networking/linux-traffic-control_configuring-and-managing-networking#updating-the-default-qdisc_linux-traffic-control
