Description of problem:

As a follow up to https://bugzilla.redhat.com/show_bug.cgi?id=2223578 this RFE is to track a more wholistic effort of being able to convert multiple DBs to standlone and having an OVN sandbox setup ready to execute the bctl commands.

Tracking this separate from adapting bctl commands so that tasks are more concrete.
