While installing python3-freetype, freetype-devel should install along with it

It might be even better if the library could load
the versioned shared library libfreetype.so.6 directly
rather than the devel libfreetype.so file.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
