Customer is trying to install ODF 4.13, but it does not progress beyond monitor deployments.

MGR and OSDs are not getting deployed.

Is this a fresh install? I see mons are not forming a quorum. The few most common reasons for that are
1. Networking/port issue 
2. Cluster is not a fresh install.
