How reproducible:
100%

Steps to Reproduce:
1. Prepare a shutoff vm.

2. Add 2 disks like test1, test2

3. Click "edit" after "Boot order", there will be four options listed and the arrows for moving the items are disabled as gray

4. Check the box before "test2" disk to enable the arrows

It enabled the arrows of "test2" and the line above it, but it should enable the two lines which are checked.
