The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
PIN entry queried too many times.

How reproducible:
Open a page that requires authentication with a cardos SmartCard with google-chrome. The PIN is queried way too many times. 
After manually compiling opensc 0.23 the number of PIN entries is down to only 2 times. Much better!

Actually I used git version 09e18802ac64e4365e1487b5c1f004d5b88f70d4, but 0.23 is latest release.

Actual results:
PIN has to be entered up 9 times for one login.

Expected results:
PIN should be entered ideally only once per login. With 0.23 it is at least down to 2 times, which is much more acceptbale.

Please, give it a try with RHEL9. It should already have OpenSC 0.23.0. If you have a business requirement to use RHEL8, please contact your Red Hat support through customer portal.
