A push to stable Fedoras is blocked on stabilizing previous builds. The previous build libloc-0.9.16-3.fc38 exhibits an ABI change in time_t type on i686 (bug #2228368).

This affects F38 and F37. Because all other libraries in 32-bit Fedoras have 32-bit time_t and because libloc's pkg-config file does not propagate the _TIME_BITS value in cflags, I will consider this incompatible change as a bug-fix and push the build into stable.
