I've resubmitted a build of openvpn3-20-2 for RHEL-9 only. I suspect libjsoncpp and libprotobuf got updated with a new .so version in a newer RHEL-9 release.
Build: https://copr.fedorainfracloud.org/coprs/dsommers/openvpn3/build/6240516/
I see the build has completed. Can you try to do a reinstall of openvpn3 and see if this works better now?
