BCM57504 card: sriov pvp with dpdk case got 5% lower throughtput  in rhel8 than rhel9

Run sriov pvp case with dpdk.

Actual results:
The sriov pvp case with dpdk-21.11-3.el8.x86_64 on rhel8.6 got about 41.6mpps.

Expected results:
The sriov pvp with dpdk case should got the similar throughtput on rhel8.6 with the rhel9.2.

Can you please compare rhel-8 with rhel-8?
Have we regressed in terms of performance?
