Description of problem:
RHEL 9.0.0 guest can't be activated 
Version-Release number of selected component (if applicable):
qemu-kvm-6.2.0-11.el9_0.7.aarch64
edk2-aarch64-20220126gitbb1bba3d77-3.el9_0.2.noarch
kernel-5.14.0-70.70.1.el9_0.aarch64
How reproducible:
it's only reproduced on rhel 9.0.0 not reproduced on rhel 9.3.0/9.2.0, and I reported this bug for rhel 9.0.0

Steps to Reproduce:
1.Boot a command with cmd (see attachment)
2.After I chosed the kernel and then the guest can't be initialized 

Actual results:
The guest can't be initialized
Expected results:
The guest can work as expected
