satellite-capsule-6.13-for-rhel-8-x86_64-rpms seems to be missing from the list of repos which need to be enabled for upgrading to Capsule 6.13.

I was wrong. The repo does not need to be added manually, but I was confused by the "Capsule Upgrade Playbook" job template in Satellite which failed due to not being able to find a new version of Satellite. Running the update manually as described in the documentation worked as intended.
