Grafana license does not follow SPDX convention as required by 
https://fedoraproject.org/wiki/Changes/SPDX_Licenses_Phase_1 and
https://fedoraproject.org/wiki/Changes/SPDX_Licenses_Phase_2

Steps to Reproduce:
1. Check the spec file of grafana package
Actual Results:  
The license in the grafana's spec file is "AGPLv3".

Expected Results:  
The license will be SPDX compliant (expecting "AGPL-3.0-only")
