As listed in the mkosi man page:
https://github.com/systemd/mkosi/blob/main/mkosi/resources/mkosi.md
"The latest code from git requires systemd 254."

However, that systemd version dependency is not reflected in the mkosi spec file

I've submitted the following PR to resolve this.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
