Pcs-web-ui loads cluster status from backend periodically every 30 seconds or when a change action is successfully done.

It takes a few second to get status from backend and meanwhile the previous status is displayed. It can be confusing to the user especially after the change action.

To improve this situation, implememt a visual interpretation of the status of loading. It means display how old are displayed data (since last cluster status arived), possibility for user to immediatelly request fresh cluster status and also indicator, that fresh cluster status was requested and the web-ui is waiting for backend response.
