Description of problem:
Currently this customization is only applied to the kickstart file:

[customizations.locale]
languages = ["fr_FR.UTF-8"]
keyboard = "fr"
~~~

In the case of image-installer images, it makes sense to make the selected keyboard and the first language also the default for Anaconda.
