Description of problem:
Customer has drained 2 hosts using ceph orch host drain, but the OSDs are stuck in the purging state since more than 2 weeks.

RHCS 6

Actual results:
OSDs are not able to purge when draining the hosts

Expected results:
OSDS should get removed during draining the hosts

Closing this bug as part of bulk closing of bugs that have been open for more than a year without any significant updates. Please reopen with justification if you think this bug is still relevant and needs to be addressed in an upcoming release
