Description of problem:
If you install the kernel-PAE package, the 'default=N' line in
/boot/grub/grub.conf is not updated (as with kernel packages).

If you are only installing kernel-PAE packages, shouldn't this update?

kernel-PAE-2.6.20-1.2949.fc7

How reproducible:
Every time

1. Install kernel-PAE package
2. Reboot.  Will boot old kernel

Automatic grub updating depends on the DEFAULTKERNEL setting in /etc/sysconfig/kernel. Sounds like 
yours is set to 'kernel', probably from that being the kernel laid down at install time. Change that 
parameter to kernel-PAE and grub should update to use subsequently installed kernel-PAE's as you're 
expecting. I believe this is officially NOTABUG, and the component is actually grub, not kernel.
