I'm using a Netpliance I-opener with a 20Gb HD with a workstation install of Redhat 7.0.  When the console should blank it turns the monitor off 
just like it should be after a few minutes the monitor cuts back in the the blank screensaver on and then after a few more minutes the monitor 
cuts off again.  This behavior repeats forever.  I have the following setting in my BIOS:

PM Control by APM = No
Video Off Method = DPMS
Video Off After = Doze
Doze Mode = 4 min.
PM Event VGA = ON

I think I figured out how to make it work.  I had to change my BIOS settings to:

PM Control by APM = No
Video Off Method = DPMS
Video Off After = Disable
Doze Mode = Disable
PM Event VGA = ON

and used "setterm -blank 1 -powersave off -powerdown 0" and then "setterm -store".  When I used setterm to turn off console blanking and powersave 
and left my BIOS setting the way it was in the original post the problem still persisted.  Anyway it works now.
