+++ This bug was initially created as a clone of Bug #240463 +++

Conga does a good job of configuring single and clustered storage from a
machine-centric view.

A cluster-centric view of storage needs to be presented.  By selecting a
cluster, instead of a machine, shared disk, partitions, LV, and GFS file systems
should be available.  For instance, you should not be able to change storage
seen only by specific machines and only gfs filesystems should be managed.  

In addition the creation of a new file system should apply across the entire
cluster, in the same way as the disk/partition/volume objects are.  This would
include mount points, fstab entries etc...
