Description of problem:
I launched QIP 8020 like that:
LANG=ru_RU.UTF-8 wine qip.exe

Text on dialogs (russian) is displayed properly but text in tooltips and popup
menus looks like abracadabra.

Hm, I cannot reproduce this on a en_US.UTF-8 locale. I have two things for you
to do: Please try the version from the updates-testing repository (0.9.38-2). If
that one does not work (which I guess it won't) please report this upstream at
http://winehq.org.
