Description of problem:

Trying to install a package to all machines subscribing to a custom child
channel is not possible as System Set Manager does not reflect that any boxes
have been selected when they are checked in the UI. This works fine for a parent
channel.

Always.

Steps to Reproduce:
1.Select child channel in channels UI
2.Select Subscribed Systems
3.Check "Select All" (you will see that the top right of the UI still indicates
"NO SYSTEMS SELECTED"
