Description of problem:
If you do yum install httpd on a RHEL5 box SELinux stops the useradd in the
%post script.

Version-Release number of selected component (if applicable):
selinux-policy-2.4.6-30.el5
selinux-policy-targeted-2.4.6-30.el5
httpd-2.2.3-6.el5

How reproducible:
Always

Steps to Reproduce:
1. Install RHEL5 without httpd.
2. yum install httpd
3. SELinux is preventing /usr/sbin/useradd (useradd_t) "read write" to faillog
(var_log_t).

This is mentioned in the Release Notes and should be fixed in U1.
Execute the following to fix

# restorecon -R -v /var/log
